The Recreation, Parks & Property Committee approved:

  1. i) The Proposed action plan
  2. ii) Sub-group members and stakeholders to progress the proposed plan to reach a point where the Town Council becomes investment ready

iii) The quotation in the sum of £12,235 + vat and subsequent collaborative working with Devon Communities Together and Village SOS.  Noted that the full cost will be covered by grant funding.

A survey has been circulated to those known facilities within the parish that have space available to hire by the Community which will help us in understanding how the new community hub will best serve the town.  We want to ensure that we avoid duplicating the functions of existing community facilities. In addition, this research will help us build a body of evidence to identify unmet community needs that the new community hub could provide.

We want to understand what additional needs and ideas young people might have for the Community Hub and to ensure that young people have a voice in shaping and designing the proposed Community Hub in Bovey Tracey, therefore discussions will take place with the Youth Cafe, Scouts, Boys Brigade and other local organisations with younger membership groups.  A copy of the survey can be viewed below.

A meeting of the Full Council considered a recommendation from the Finance, Resources & General Purposes Committee to apply to the Secretary of State for Housing, Communities and Local Government for borrowing approval for a Public Sector Work Loan.  Minutes of the meeting can be found via this link.  Full Council resolved to: 

  • Seek approval of the Secretary of State for Housing, Communities and Local Government to apply for a PWLB loan of up to £500,000 up to 15 years for the construction of the Community Centre, noting there will be no further increase to the precept for the purpose of the loan repayments.

The Town Council welcomes the views, suggestions and feedback from residents on the project and associated borrowing approval application.  Feedback can be emailed to the Town Clerk (info@boveytracey.gov.uk).

Bovey Tracey Town Council invited local residents to view and comment on initial plans of its vision for the new Community Centre to be built on the Old Thatched Inn site at Station Road, prior to the targeted submission of a detailed planning application for the new centre in September 2017.

The designs for the application have been shaped by a community consultation in 2016 which asked residents and other organisations about what facilities they would like to see provided for in their centre.

Cllr Eoghan Kelly, Chairman of the Community Centre Steering Group said: “The project team has engaged with the community, asked them what they would like to use a new community centre for, and has shaped the proposals based on their views”. 

The current designs allow for the centre to be well used 7 days a week for services such as an Information Centre and Library while providing a flexible community space to cater for events from birthday parties to wedding receptions, council meetings, and lots, lots more.  The centre will also house the Town Clerk’s office and will incorporate the permanent replacement of the Station Road car park public toilets.

The results of the community consultation from 2016 and proposed plans for the centre were on display in Bovey Tracey Library from 12 noon on 27h July 2017 through to and including 10th August 2017 and forms available throughout this period for the public to comment.

In addition, there were three sessions where representatives either from the Community Centre Steering Group or appointed architects were on hand to answer questions.  These sessions took place on:

Thursday 27th July from 12 noon to 7.00 pm

Saturday 29th July from 10.00 am – 12 noon

Tuesday 1st August from 4.00 pm – 6.00 pm

Community Survey Report 2016

Bovey Tracey Town Council, Devon County Council, Library, Information Centre and Teignbridge District Council are working in partnership to create a new Community Centre on the site of the Old Thatched Inn.  To help inform the decision making process, the Steering Group behind the project undertook a community survey in 2016 to ensure the new building meets the needs of the Community.  The findings from the 2016 survey can be downloaded here.

Young People Engagement Report 2016

Bovey Tracey Town Council worked with Devon Communities Together to gather the views of local young people about the proposed development of a Community Centre on the site of the Old Thatched Inn, Bovey Tracey.

In 2016, young people were asked what additional needs and aspirations the Community Centre might be able to meet?  Through engagement work, hearing the views of young people, their perceived priorities were identified.

The report (available here) presents the findings from activities carried out in March 2016.  55 young people connected with Bovey Tracey, participated in this engagement work. 

 

Recommendations were sought from experienced architectural practices on the most appropriate design to accommodate the key services along with a range of functions suggested by the community following consultation undertaken in 2016.  The centre should cater for as many of the expressed needs as possible and to become a busy hub of community life and visitor hospitality.

The Capital Investment Plan Report (download here) presents initial research as to potential sources of investment which will enable the proposed Community Centre development on the Old Thatched Inn site to be progressed.

The developmeent has been funded by a number of grants, including The European Agricultural Fund for Rural Development.
